第九十六条 本法自2026年3月1日起施行。
（一）核材料，是指需要管制的核材料，包括铀—235及含铀—235的材料和制品，铀—233及含铀—233的材料和制品，钚—239及含钚—239的材料和制品，法律、行政法规规定的其他需要管制的核材料，不包括铀（钍）矿石及其初级制品。
